This case study highlights Commonwealth’s collaboration with the Wabash Valley Power Alliance (WVPA) on the construction of a 2.5-mile 69kV transmission line in Delphi, Indiana. This project demonstrates Commonwealth’s dedication to innovative problem-solving, environmental responsibility, and energy resilience. 


Project Overview  

As the Engineer of Record for WVPA, Commonwealth offered a full range of services, including engineering design, environmental analysis, permitting, and construction management. The primary goal of the project was to meet the energy needs of a large industrial client, ensuring reliable power delivery and enhancing energy efficiency. By focusing on sustainability and advanced engineering practices, Commonwealth led in energy solutions that supported industrial growth and environmental stewardship.

The Problem 

At the beginning of the project, Commonwealth encountered several environmental challenges that threatened to delay progress. Key issues included the planned route of the 69kV transmission line, which intruded on a wetland regulated by the US Army Corps of Engineers (USACE), and the need to remove valuable upland trees, impacting local streams. These significant obstacles necessitated a lengthy permitting process, including acquiring USACE Section 404 permits and conducting endangered species surveys, which could have substantially postponed the project timeline. Addressing these environmental concerns early on was crucial for maintaining project efficiency and compliance.

Environmental Concerns 

The proposed route for the transmission line faced several unique environmental and logistical challenges that needed to be addressed:

  • Potential impact on the Monon High Bridge Trail and a local community memorial.
  • Interference with proposed city development projects.
  • Crossing of the county-regulated drain and Deer Creek.
  • Access issues arising from the INDOT highway, nearby railroad, and steep terrain.

Addressing these challenges was crucial for ensuring a successful transmission line installation while minimizing environmental impact and maintaining community integrity.

Initial Route Issues: 

WVPA’s initial route impacted a regulated wetland managed by USACE, along with several streams, and necessitated the removal of around three acres of upland trees and vegetation. This situation would have required various permits and actions, including: 

  • Obtaining USACE Section 404 permits and implementing mitigation strategies. 
  • Conducting thorough surveys for threatened and endangered species. 
  • Implementing mitigation measures for affected trees and vegetation. 

These regulatory requirements could have delayed the project significantly, potentially harming the industrial customer’s interests. Ensuring compliance with environmental regulations is crucial for project success and maintaining positive customer relationships.

Our Solution: Collaboration and Innovation 

To effectively address environmental concerns, our team utilized a collaborative and innovative approach. By closely collaborating with project engineers, Commonwealth re-evaluated and redesigned the transmission line route to avoid sensitive ecological areas. This strategic redirection not only minimized potential ecological impacts but also eliminated the need for USACE wetland permitting and its associated mitigation requirements. As a result, INDNR withdrew its mitigation conditions, allowing the project to proceed smoothly and on schedule.
